Is it legal to use B2B data for education lead outreach?

CAN-SPAM permits B2B email outreach in the US as long as each message includes a clear opt-out mechanism and a physical address. GDPR allows cold B2B email under the legitimate interest basis (Article 6(1)(f)) if the message is relevant to the recipient's professional role, you disclose where the data was obtained, and you honor opt-out requests within 30 days. In California, the CCPA B2B exemption expired in 2023, so business contact data for California residents is fully protected. Note that FERPA protects student records, not staff business contact information, so contacting a Head of Technology at their work email does not implicate FERPA.
