Is it legal to use B2B company data for lead generation?

In the US, CAN-SPAM permits B2B cold email as long as every message includes an opt-out mechanism. Under GDPR, B2B outreach can rely on legitimate interest (Article 6(1)(f)) if the message is relevant to the recipient's professional role and you provide a clear unsubscribe. California's CCPA no longer exempts B2B contact data, so honor opt-out-of-sale requests from California residents.
